The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. The selected candidate will work under the oversight of the Executive Deputy Commissioner and report directly to the Assistant Commissioner of Finance. The selected candidate requires knowledge and skill in applying analytical and evaluative techniques to City budget development and fiscal management. This position is responsible for managing all aspects of the Agencyâ€™s CTL finances. Typical tasks include but are not limited to the following: â€¢ Develops and prepares agency strategic budget plans, financial analysis, spending plans and variance reports. â€¢ Oversees all financial operations and transactions for both personnel and non-personnel activity. â€¢ Trains staff working on fiscal operations including budget forecasts, revenue, claims/receivables, budget modifications, and cost transfers. â€¢ Manages all phases of the City budget cycle including submissions to Office of Management and Budget. â€¢ Manages fiscal management in establishing agency financial priorities and cost-saving initiatives to prepare Program to Eliminate the Gap (PEG). â€¢ Provides regular spending updates and analysis to Fiscal Management and provides high level reports to the AC of Finance and Executive DC. â€¢ Prepares various high level financial reports and makes recommendations to the Executive DC. â€¢ Monitors OCME claiming activity by the Department of Health and Mental Hygiene (DOHMH). â€¢ Improves finance procedures to consistently support OCME program managers. â€¢ Creates user friendly reports and budget tracking systems for program managers and executives. â€¢ Makes recommendations to executive staff regarding financial decisions that impact the agency. â€¢ Manages pre-award and post-award grant process. â€¢ Works with program staff to develop and write grant proposals/applications. â€¢ Ensures compliance with federal grant regulations and guidance. â€¢ Works closely with the legal department to develop grant funded agreements. â€¢ Manages subcontract awards and fiscal monitoring. â€¢ Provides input and recommendations for grant policy development in coordination with intergovernmental affairs. â€¢ Coordinates interagency and intergovernmental collaboration on major projects. â€¢ Special projects and other duties as assigned.
