Program Planner will be joining the Recovery and Resiliency Planning unit within the NYCDOT Division of Finance, Contracting & Program Management, Grants Administration Section. This unit is responsible for identifying resiliency and mitigation goals and strategies for the Departments infrastructure, and for coordinating with the Mayors Office of Recovery and Resiliency on critical citywide coastal protection projects, as well as the management and administration of the agencys emergency relief grant programs for Hurricane Sandy and other natural disasters. The federal grant programs that are funding approximately $600M towards DOTs damage assets and climate resiliency measures include the Federal Emergency Management Agency (FEMA), Federal Highways Administration (FHWA), Federal Transit Administration (FTA) and others. The candidate should have or demonstrate the ability to quickly develop a thorough understanding of federal laws, statutes and regulations and provide guidance to divisions within DOT. This work will require extensive coordination with divisions internally to ensure project delivery and conformance with all federal grant requirements. The candidate will also interact closely with all entities that may be involved with the federal funds including, but not limited to, FEMA, the New York State Office of Emergency Management (NYSOEM), FHWA and the New York State Department of Transportation (NYSDOT).
