The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for oversight of the for-hire vehicle industries in New York City, including the drivers and owners of yellow medallion taxis, green Boro Taxis, community car services, black cars (including those booked via smartphone app), certain luxury limousines, commuter vans, and paratransit vehicles. These industries serve more than 1,000,000 passengers each day and are a key component of the city’s transportation network. Through functions such as driver background checks, vehicle inspections, and driver education, TLC’s role is to promote the highest standards of safety and consumer protection in the industries we regulate. To assist in operations the Taxi and Limousine Commission (TLC) runs a number of, SQL Server, .Net (in a Windows environment) and mainframe systems to both conduct and monitor operations. One major operational center is the TLC’s Licensing Division, which processes thousands of new and renewal license applications each month. To improve the Agency’s ability to meet record demand for licenses, the TLC is looking for a candidate with a proven track record in identifying and implementing system and/or procedural enhancements/efficiencies. Through these efficiencies TLC seeks to automate processes where possible, streamline operations and improve the customer experience (including providing greater access to online information and transactions),. In short the selected candidate will be expected to thoroughly analyze existing Licensing operations, design and document requirements for new more efficient systems and processes, and then obtain and maintain user buy-in as he or she works with the rest of MIS and external contractors to develop and implement these efficient new systems More specifically the selected candidate will be required to: • Analyze and document system requirements • Help design and implement efficient new internal systems • Help design and implement mobile friendly systems that facilitate licensee interaction with the Agency • Manage internal staff and external contractors as they implement TLC systems. In addition, the selected candidate shall be required to perform/manage the following: • Requirements gathering • Systems Analysis and Design • Project Plan Development and Tracking • Risk Identification and Mitigation • Request For Proposals (RFPs) development • Vendor selection • Vendor management through all phases of the SDLC

Salary: $70,000.00 - $92,000.00
